Kumwell Corporation Public Company Limited is committed to managing the safety of its employees, contractors, visitors, and all persons who contact or visit the Company. To support this commitment, the Company has established the Safety, Occupational Health and Working Environment Committee (SH Committee), working together with the Health and Safety Department (HAS), to set safety rules, regulations, and manuals, provide safety training in various programs, and organize safety promotion activities aimed at preventing and reducing accidents. These efforts have been incorporated into the Company’s operational goals to ensure that all business activities do not adversely affect employees, communities, or any stakeholder groups. Accordingly, the Company has established a Safety, Occupational Health and Working Environment Policy, which is continuously reviewed and improved to ensure its appropriateness and effectiveness.

Operational Framework

The Company places great importance on managing the safety and occupational health of employees, contractors, visitors, and all parties involved throughout the value chain. It focuses on accident prevention, the prevention of work-related illnesses, and the creation of a safe working environment through systematic and continuous implementation under a preventive risk management concept (Risk-based Approach). The operational framework is as follows:

1. Safety and Occupational Health Policy and Governance Structur

The Company has established a safety and occupational health policy as a fundamental basis for conducting its business. The Board of Directors and senior management play important roles in supervising, monitoring, and regularly reviewing safety performance to ensure that the Company’s operations comply with applicable laws, relevant standards, and good practices. The Company has clearly defined safety roles and responsibilities at all levels, from policy and management to operations, so that safety management becomes a shared responsibility across the organization.

2. Hazard Identification and Risk Assessment

The Company identifies hazards and assesses risks arising from work activities across all operational processes. The severity and likelihood of each risk are considered in order to prioritize them appropriately. Risk assessments are reviewed annually or whenever there are changes in work processes, machinery, technology, or when accidents and near-miss incidents occur, to ensure that control measures remain appropriate and aligned with changing working conditions.

3. Risk Control and Prevention Measures

The Company establishes risk control and prevention measures based on the results of risk assessments, with reference to its risk classification matrix and appropriate control approaches for different risk levels. These measures range from developing safety-conscious work procedures to strictly enforcing compliance in high-risk areas. The Safety, Occupational Health and Working Environment Committee and relevant departments conduct inspections in risk areas in accordance with the Company’s control measures, based on the Occupational Health and Safety Management System standard (ISO 45001) and the Environmental Management System standard (ISO 14001), in order to prevent accidents and reduce the risk of injuries or work-related illnesses.

4. Incident, Accident, and Near-Miss Management

The Company has established procedures for managing accidents, undesired incidents, and near-miss events, including reporting and response processes. These are implemented appropriately, from root cause investigation and analysis to the determination of corrective and preventive actions, reporting of results, and continuous improvement. The outcomes are also communicated to build awareness and ensure timely responses to various situations.


At the same time, the Company monitors and evaluates safety performance through established key indicators and uses the results to continuously improve and develop its safety and occupational health management systems, with the aim of achieving safe and sustainable business operations.

5. Safety Knowledge, Skills Development, and Participation

The Company places importance on developing employees’ safety knowledge and skills by providing safety and occupational health training based on job characteristics and risk levels, including orientation programs for new employees. Safety knowledge is also provided to contractors and visitors, and additional training is arranged whenever there are changes in duties or work processes.


In addition, the Company promotes the participation of employees, contractors, visitors, and surrounding communities in creating a strong safety culture through communication, awareness campaigns, and by providing opportunities to report unsafe incidents or propose safety improvement measures on a continuous basis.

6. Health Surveillance and Working Environment Monitoring

The Company conducts health surveillance and takes care of employees’ well-being by arranging health check-ups based on work-related risk factors, as well as monitoring the working environment, such as noise, heat, and lighting, in order to prevent and reduce long-term occupational health risks.

Safety and Occupational Health Governance Structure

The Safety, Occupational Health and Working Environment Committee (Safety Committee) consists of senior executives, employee representatives elected by employees, and representatives appointed by the Company. At present, there are two Safety Committees: the Bang Yai Factory Safety Committee and the Sai Yai Factory Safety Committee. In addition, subcommittees representing each department are in place to review policies and action plans, conduct workplace inspections and assessments, and report performance results to management accordingly. Each committee serves a two-year term and holds meetings at least once a month.


The Safety Department serves as the main unit responsible for driving all functions to carry out activities in line with the Company’s objectives, as well as collecting safety statistics to support continuous improvement and development, with the aim of providing employees with a good working environment and ensuring safe operations.

Safety and Occupational Health Risk Assessment

To identify and assess safety and occupational health risks in the workplace, the Company identifies hazards and prioritizes risk management actions. These are integrated into operational plans and aligned with the Company’s goals in order to control risks and support opportunities for improving the occupational health, safety, and working environment management system. The process is as follows:

1). Classification of Activities and Areas by Head Section / Supervisor

โRepresentatives of each department classify the work items under their responsibility, as well as the related activities and areas, and record the results in the form for classification of responsible work items, activities, and areas.

2). Hazard Identification

Department representatives review the classified list of responsible work items, activities, and areas in order to identify hazards for each item and record them in the Hazard Identification and Risk Assessment form.

3). Risk Assessment

Department representatives evaluate all information obtained from the hazard identification process in order to determine the level of risk, using the criteria of severity of harm and likelihood of occurrence. 4). Use the risk assessment results to implement risk management measures

The Company determines appropriate responses to risks by taking into consideration the nature of the risk, the required investment, and the expected benefits, in accordance with the following risk treatment approaches:


a. Avoidance

เThis refers to actions taken to avoid events that may give rise to risk. It is typically applied when the risk is highly severe and no feasible measures can reduce or manage it to an acceptable level.


b. Sharing

This refers to jointly managing or transferring all or part of the risk to an external person or organization to help bear the risk burden, such as outsourcing services to external providers.


c. Reduction

This refers to establishing management measures to reduce the likelihood of a risk event or to lessen its potential impact to an acceptable level. Examples include contingency planning, capability building, and the establishment of work procedures.


d. Acceptance

This refers to accepting the residual risk when it remains at an acceptable level, without taking further action to reduce its likelihood or impact. It is generally applied when the cost of additional risk treatment measures outweighs the expected benefits.

In 2025, the Company improved its operational processes in accordance with the ISO 45001:2018 Occupational Health and Safety Management System standard in order to enhance the effectiveness of its safety management. As a result, the accident rate in 2025 decreased from the previous year, despite an increase in the number of employees due to business expansion and increased production capacity.

Safety Risk Control and Prevention Measures

1). Improvement of Safety Regulations and Manuals

The Safety Committee and the Health and Safety (HAS) Department regularly review risk assessments across all operational processes. Preventive measures are then incorporated into updated safety regulations and operational safety manuals.

2). Risk and Opportunity Assessment (ISO 45001:2018)

Risk and opportunity assessments related to occupational health and safety are conducted across all departments. Action plans are developed for all significant issues identified.

3). Safety Knowledge and Training Development

The Safety Committee and the Safety Department jointly provide safety training and knowledge programs for employees as follows:

3.1) Daily pre-work safety briefings every Monday morning (Morning Talk) and Safety Talk sessions.

3.2) Orientation and safety training for all new employees and contractors prior to commencing work, with a 100% completion requirement.

3.3) Annual safety awareness training programs for employees, such as hazardous chemicals training, forklift training, basic fire-fighting training, LPG controller training, electrical technician training for buildings, and safety officer training for supervisors. At present, safety training hours are recorded across the entire factory, and participants have completed the training in accordance with the established plan. In particular, employees in the production department, which is considered a high-risk area for accidents, receive an average of not less than 6 hours of training per person per year.

Incident Management and Continuous Improvement

The Company has established a comprehensive process for managing accidents, incidents, and near-miss events. This includes structured procedures for reporting, first aid, medical assessment and treatment, incident recording, root cause investigation, and analysis.


Findings are reported to management accordingly, followed by continuous monitoring of corrective and preventive actions to prevent recurrence. Results and improvements are communicated across the organization to enhance awareness and ensure timely response to potential incidents.


In addition, the Company continuously monitors and evaluates safety performance through defined key performance indicators (KPIs). The results are used to further improve and strengthen the occupational health and safety management system, supporting the Company’s commitment to safe and sustainable operations.

Occupational Health, Safety, and Work Environment Management

The Company places importance on employees’ hygiene and well-being by emphasizing workplace cleanliness, pest control, and the provision of health consultation by qualified professionals. The Company aims to ensure that employees do not develop occupational diseases, and past performance has been in line with this objective.


  • To support this commitment, the Company arranges annual health check-ups for all employees, which include general health examinations and risk-based medical examinations for employees working in high-risk environments. Health examination results are communicated individually to all employees, and such information is treated as confidential. In addition, the Company provides nursing services to employees on every working day, including the dispensing of medicines in accordance with general medical treatment standards.
